I forgot to note that when I was testing when it wasn't working, I had been running the keyboard and mouse through a powered hub, and I was having problems with that after the reflashing. I'd have to remove it from it's case to test it though, and I'm not sure if I feel like doing that right now (part laziness, part hesitant to touch anything now that I have it running ). I believe it was under 5V, but over 4.75V. I had tested it before I reflashed the cards, but forget the measurement. I haven't checked the voltage since the reflashing I am curious to see what it is reading now with the working power supply and cable to see if it differs significantly from what it was testing at before. The F3 polyfuse will also probably take another 0.05 Volt (when its well behaving). When I first set up both cards, I was using a much thinner cable (and a smaller power plug), and both cards ran through the setup and initial trial run, but would not work any time afterwards (the Raspian card would work fine in command line, but would not run if I tried to boot the window GUI). 15V considered a 'huge drop'? The cable I am using is decent thickness, and a brand name I know (Tripp Lite), although I cannot say the exact gauge. Pick up a 24 gauge MicroUSB cable and kiss all your problems goodbye!. Sure, the 2amp supply is running your Pi now, but it'll probably continue to be flaky!
